Unable to find partner server when appsettings issuer doesn't match certificate issuer

Leaf is unable to connect to partner servers when the issuer in the appsettings.json config file (Jwt => Issuer) doesn't match the issuer of the local certificate, for example ‘urn:leaf:issuer:dev.leaf.tld’ vs ‘urn:leaf:issuer:leaf.example.com’. This only appears to affect the local instance's ability to connect to partner servers; partner servers are still able to continue to and query the local instance when the issuer in the cert doesn't match the appsettings value.
