Allow Codey to Set Up Events/Timers/Reminders

Description of proposed feature

• This feature will allow the user to set up timers/reminders for certain events or just to set up a timer
• The bot can also ping any @Event Interested users about events that are coming up in the near future(Eg. 10 minutes ahead)

How can the new feature be used?

• Users can call Codeybot to set up a timer or reminder and get a ping only visible to them about the timer/reminder they set
• Admins can set up events and set a specific amount of time before the event starts to let codey ping all @Event Interested users
