Figure out right / best way to use chance var in scenarios

A simple array like I did? Is this the best way? Basically we need to spin up a dummy Tin identity record... P, PID, etc... basically whatever the public endpoints require.

Created a method generateData(key) which will randomly generate the required data. However, it is currently in the steps.js. Need to see how this can go in a different js file and how it can be called back.
