windows users have error when runing `contoso::create_contoso_duckdb()`

Windows users experience errors when running contoso::create_contoso_duckdb() as the motherduck extension is failing to load.

this is due to an error with duckdb-r package which fails even when using version 1.4.2 link to issue is here.

Once the underlying package is fixed, we will update the package as needed
