Make current version and changelog information available for each project

The use.no.de master should always be ready for deployment (significant changes should happen on a branch). Each project's publish target should include adding release information into the use.no.de site and publishing it (thinking of splitting out the publishing mechanism out of each project). We need to come up with a standard way to express changelog info in each project and go through and add some release info - the first step should be documenting the format on the site.
