Create a native bazel build for fish cc

This would take a ton of work but would greatly improve build caching and first-run compile times too.

Would almost certainly need to automate this, AND we would probably need to maintain manual forks of major releases where we can ensure these builds work correctly.

The Rust build would be much easier to automate with Gazelle.
