Add GitHub Action for ZAP

There seems to be both a baseline and full scan ZAP GitHub Actions in the Marketplace:

• https://github.com/marketplace/actions/owasp-zap-baseline-scan
• https://github.com/marketplace/actions/owasp-zap-full-scan

It would be useful to add them to run continuously on the test applications in the repo.
