family migrator - provider migration with RuntimeConfigRef not possible #45

What happened?
When utilizing the family migrator, migrating with RuntimeConfigRef is not feasible. This is because the migrator lacks awareness of RuntimeConfigRef in the provider manifest, as it relies on Crossplane version v1.13.2 https://github.com/upbound/extensions-migration/blob/main/go.mod#L8.
