Center Screen on Location

I would like it if no matter what view of the screen you are in you are still centered on your location. And by center I mean the center of the screen.

Although I don't know if there is a way to differentiate between when the screen is shrunk and when the screen is moved by the person.

No matter what size the screen is I would like it to always center on your location. That's what I mean by view
