Integrate distros in platform as submodules

distro.karaf is now built from maven, as well as distro.pax. They may both be integrated in the main repo, this way both will be integrated also in the release process.
The question now is how should they be integrated?

• xtras/distro.x (as submodules directly in extras)
• xtras/distros/distro.x (within a new folder in extras)
• distros/distro.x (within a new folder in root)

I prefer distros/distro.x, But maybe with a name which will sort it out from the other Expert Groups. xtras/distros/distro.x solves this but it is too deep, distros are something that is used very often.
They should be in a folder as we should expect new distros in the future.

distros are needed to run, so a more prominent place should be used.
