There needs to be a persistent Base for information like Locations definitions Devices, users, ...

For this I propose the following:

1. add a File Install instance that looks for .trl files in a certain directory
2. create an OSGi service that listens to that instance and automatically deserializes and add the contents to the CHe back end (or produces a SPARQL query to add it).

This way the persistent base can be dynamically increased, and will survive CHe store flush.
