Cannot `:open` or `:download` anything without an explicit path

Whether `dirs.download` is set or not, neither `:open` nor `:download` will do anything, saying "No download directory configured". Only when I pass a path to the commands, e.g. `:download foo`, will the file appear in `~/foo`.
