Container registry

What

We need a container registry to push docker images to and pull down for deploy.

Options

Some options are GitHub Container Registry and Dockerhub. Each has pricing to consider for private repositories and free for public use as of 10/29/2025. Ideally we'd host our own if we got enough dev bandwidth.

Acceptance

We can close this issue once we have a sustainable alternative to using a dev dockerhub account.

For now, we're going to use GitHub Container Registry (ghcr). If we at any point decide that we want this repo to be private, we'll probably need to create a team account and pay for at least the next tier to get more headroom in the amount of space they provide. We'll close this issue once we've trialed and completed the first iteration of the CD work.
