test-package creates package twice #68
Description
Currently there is an issue with the tasks.yaml where the test-package task ends up creating the package twice, once without and once with sboms. The top level tasks need to be refactored so that the package is created only once without sbom during testing and on publish is created only once with the sbom. There should be multiple examples of what this should look like in the Software Factory Packages.
