Administrative users need the ability to change rates for all orders on Hive.

All Hive resources are sold on a monthly, in arrears basis.

We are now mandated by the Provost to revisit recharge rates yearly. This likely means rate increases for each account.

There should be an option to set a default rate for all resources of a certain type. When the option changes, all orders of that type need to be updated for the next billing cycle. So far, the only resources we sell are 'primary storage,' 'backup storage,' and 'compute cores'.
