Switch to ConventionPlugin 

Currently, we are using allProjects and subProjects approach which is not [recommended](https://docs.gradle.org/current/userguide/sharing_build_logic_between_subprojects.html#sec:convention_plugins_vs_cross_configuration)
Switch to [ConventionPlugin](https://docs.gradle.org/current/userguide/sharing_build_logic_between_subprojects.html#sec:convention_plugins) to make subproject dependencies more clear
