@Roguelazer should upload a better README file but I think he is much too professional for that.

The current file does not deserve its name as it contains too little information and is an insult for every Python developer.

An update to Python 3 would also be nice.

This tool is unmaintained (it hasn't been worked on in 9+ years, and only works on Python 2). I don't have the ability to archive it (since I haven't worked Uber in 7 years), but anyone looking at it should strongly consider using a different tool for your Python static analysis needs.
