As stated in both the Developer Guide and User Guide, only tasks that have > 50% matching characters with the query will be displayed (sorted by relevance).

The task you are searching for has 36 characters, while your query has 17. 50% of 36 is 18. Because 18 > 17, the task you're searching for will not be displayed. This is explained clearly in the UG and the DG.
