126998 should handle ConfigurationInformation for multiple devices

The implementation of ConfigurationInformation is currently global to NMEA2000, and not per-device-index like e.g. ProductInformation. There shoule probably be a ConfigurationInformation per iDev and the handler for e.g. 126998 should be handle multiple iDevs.

Configuration information shows manufacturer data and information about installation. If you have one physical device how it can be made by different manufacturer and how it can be installed to different place?

I need this because of the way Victron Venus (Cerbo GX/Ekrano GX) behave:

While implementing a multi-tank/device water tank sensor for my boat (6 tanks across 2 ESP32s with 3 tanks per ESP32); I found something odd.

Every time I rebooted my Cerbo GX all my tanks / multi-devices (3 per Arduino) would get the same name! It took me hours of debugging to figure out that when it boots, the Victron takes the contents of 126998 InstallationDescription1 as the "CustomName" of the device/tank.

Victron systems only allow custom names per-NMEA2000 device (address). Say you have 3-tanks per device - if you want to name each tank, each tank has to be its own device. They also expect InstallationDescription1 for each device to contain the name of the device! 🤦 Victron attempt to update InstallationDescription1 when you choose a "CustomName" for each device/tank.

I can't change what Victron are doing, and I couldn't find an easy way to make NMEA2000 NOT respond to 126998 at all.

It seems fairly benign to enable multi-device support for ConfigurationInformation; and those users that only need a single Manufacturer for multi-device systems shouldn't be impacted at all I think? I have listed a WIP pull-request for this already and am just finishing it up and testing/polishing.
