there seems to be a proper description of the puppet language now at https://github.com/puppetlabs/puppet-specifications/tree/master/language
and there are compiler/parser generators we could use to create a parser - eg Coco/R - http://www.ssw.uni-linz.ac.at/Coco/Doc/UserManual.pdf
or jflex http://jflex.de/
big unknown not sure how much work that would be etc.
geppetto is using xtext but has way too many eclipse dependencies
