So far we have explicit semantics for:

• units
• "quality"
• provenance
• limiting analysis
• duration

The latter is under-specified. Some natural questions:

• Is this a pre-contingent or post-contingent limit?
• Is there a cool down associated with it?

Also, what about relay settings at low temp?

some notes from the TAC call today:

• all emergency ratings are post-contingent
• could the transparency archive have more value if the actual emergency durations for the equipment were recorded instead of just what the RC assumes/requires?
• should limits snapshots be able to distinguish an IROL from other SOLs?
• in general, the RCs are expecting to do a lot of pre-coordination about how to deal with limits and exceedances--can TROLIE incorporate the information needed to make those same decisions at runtime?
