Inconsistency in specification

The rules for mho movement contradict themselves. They state that mhos MUST move toward the player if they are horizontal or vertical. They also state that mhos move in the order that they are stored in a list. I feel like we should ignore the rules, do what make sense, then say that the rules are problematic.
