Check UUID uniqueness

On create, a UUID for the VASP is created, but it is not checked for uniqueness -- although collisions are rare, it's still a good idea to check to ensure that the key for the UUID does not exist before creating the entry.

Note that UUID/registering_vasp are unique together, not just the UUID - though it is preferable to avoid collisions where possible.
