Dynamic Resize for Configuration Controller

Update so that the sub components of the tabs of the Configuration controller dynamically resize if the floating pane is resized.

• ScrollPane inside Menu System tab
• Dimension Labels listview in Dimensionality tab
• Feature/Factor Label list view inside Feature Appearance tab
