As an Admin, I want to deploy a plugin "chat" and register it with the decentralized Toplocs platform.

Journey for Admin to register plugin with core:

• deploy plugin, now available at chat.example.com or any CDN (Plugin is only a javascript file)
• In Toplocs, login, open Plugin Registry (Plugin Marketplace), click add plugin, enter plugin url.

Then Toplocs checks the url for plugin settings and adds it to the DB list for plugins, so that every user can find and use the plugin.
