Users can put restrictions in forbidden before it is legal to do so in OS #164
Description
The game allows users to put restrictions in forbidden before there are 4 cubes or less in resources (illegal procedure in middle adventurous OS but not basic OS because restriction cubes are wild cubes in basic OS) and it is not possible to undo that move
potential solutions:
- create a separate basic OS (which would solve OS versions potentially needs renaming and a version with no variations #162) and don't allow restrictions to be moved into forbidden until there are 4 cubes or less in resources
- make it possible to undo the move if it is a restriction being placed in forbidden and there are more than 4 cubes left in resources
