bin folder that contains the tomoscan cli is deleted when running "make distclean"

Hi there and thanks for the nice tool (tomoscan),

I had a minor issue when I was installing tomoscan. The issue is that when I by chance issue the command "make distclean", the "bin" folder which is originally exist in the tomoscan repo is deleted. Thus, after successful building of tomoscan I had to manually put the tomoscan cli script to the bin folder and then installing tomoscan as python library.

@Mustafa-zubi are you using windows? I am aware of a similar issue there, if so I think I know how to fix it and I make the changes
