WFL2 - Budget - Allow configuration of decimals for budget items

Story

Allow Organizations to configure if they want to use decimals for budget items or NOT use decimals to budget items.

Activity: Budget amount with decimals are not saved

Acceptance Criteria

GIVEN a user is entering a budget item for their WFL2
WHEN they enter a decimal for a budget item and click submit
AND if their Admin has allowed decimals in their currency settings
THEN the budget is saved with the decimal number entered

It's not that clear to me yet. @karrla

• Do we have a frontend ticket for that? Link it here, please.
• Where should it be set? We don't have a place to choose one of the options Decimal or Not Decimal.
• Shouldn't the frontend also validate the input?
• I don't think it's a bug.
