Have setup_repo automatically nuke the existing readme if it's blank #13
Description
An auto-initialized repo will have the default first commit of a blank README that contains just a line with the name of the repo. If that's the case, there's no need to prompt the user "do you want to overwrite the existing README with the TNTP template one?"
