Consolidate `turnkey_proofs` and `qos_nsm`

@cr-tk identified that a large chunk of logic is duplicated between https://github.com/tkhq/qos/tree/main/src/qos_nsm/src and https://github.com/tkhq/rust-sdk/tree/main/proofs

We can import qos_nsm easily enough, via a sha import. Then cleanup the duplicate code so it's tested/fuzzed in one place (QOS)
