Add Tokenizers and PyTorch Support Via CSnakes

We need to be able to run pytorch models and their tokenizers using CSnakes.
The reason this is critical is because otherwise migrating to this library requires exporting the model to ONNX which isn't always possible (multi-gpu models etc.).
