Broken Cyrillic

If selecting text from russian pages, the text is broken. All php code and source page in UTF-8.

Fix it:
In "element_to_array" function for every element which may be other encoding need set utf8_decode()

I was having the same problem so I added a pull request with the fixed suggested by @eroshenko

The correct fix is to load the html into DOMDocument as UTF8 then saveHTML will also output the correct UTF8 encoded text

@$dom->loadHTML($data);
should be:
@$dom->loadHTML('<?xml encoding="UTF-8">' . $data);
