Tabs appear on left in New Windows

Hi,

Been facing the below issue for a while now. Please look into it.

Problem

Whenever I open a new project, tabs open on the left side rather than the right.

Steps To Reproduce

1. Close all tabs and then finally close the current window.
2. Quit Atom and then restart it.
3. Now open the project back again.

Installed Versions

Atom    : 1.18.0
Electron: 1.3.15
Chrome  : 52.0.2743.82
Node    : 6.5.0

How I currently fix this

• Go to my Settings
• Go to Packages and search for vertical tabs
• Uncheck "Set to Right Side" and then check it again.

Also, when I split the window into multiple panes, only the first one is set to right. The "set to right side" option isn't applied onto the other panes.

Same bug here.

vertical-tabs : 1.0.5
Atom : 1.23.1
OS : ubuntu 17.10

I did not remember having this bug on macos so it might be linux specific.
