Structured PCDs require building a POSIX host application to determine
the value of all fields set in DEC/DSC files. As a result, these
host application includes standard C include files such as <stdio.h>.

In general, there are not issues or conflicts when the host application
uses <stdio.h>. However, there are a few EDK II packages that do
provide support for standard C libs or provide a gasket of a few
standard C lib features. Some examples are the edk2-libc repo and
the CryptoPkg.

This means there is a potential for using the wrong standard C
include file. The solution is to make sure the host standard
include paths are higher priority than the EDK II package
include files. This is a good solution as long as an EDK II
package that provides some standard C include files does not
put additional include files in the same path that are required
for the PCD structure type or PCD value settings. The following
BZ is for the tool change to implement this priority.

The recommendation is to not mix standard C include files
with other FW related include files in the same include
path in an EDK II package.

The EDK II Build Specification should be updated to document
this recommendation/requirement.
