the rivine/tfchain modules and api are not immediately available when ethvalidation is enabled

This is particularly annoying for an automated deployment.
Care should be taken that consensus syncing is only enabled when the ethereum client is decently synced.
@xmonader Is this needed when you use the new unencrypted wallet feature since that would eliminate the need for unlocking the wallet during start.

@robvanmieghem It's needed in the initialization step using wallet/init end point. currently, I block the code execution until the endpoints are registered and reachable
