[spike][5pt] Failure in executing the integration-tests in stage cluster

Describe the bug
Daily integration-tests is not execting for stage. Investigator which schedules the components run is being busy with solver runs and halt adviser run.

Acceptance criteria

• Research on the investigator for scheduling different messages parallelly.
• Find a way to set priority on the investigator code.
