Hybrid presses & the automated workflows

When working through implementing the OAPEN automated workflow with Ross, the issue of hybrid presses has come up. The automated workflow will pick up all Works set to ACTIVE published in the preceding week, without discretion between OA and gated books. This will mean that I can only add fully OA publishers to the automated workflow, and will have to handle hybrid publishers via the semi-manual workflow.

Ross and I think it might be valuable to look into how to handle hybrid presses from the Development side. We don't currently have an option to filter on licence (which would be very useful in this case), but we may need one in the future if the manual work becomes timely.

Example scenario: the White Horse Press (WHP) have now joined the Thoth Crossref Sponsorship programme with a dedicated DOI prefix for OA books (10.63308), which Thoth will register. The press will retain and manage their existing prefix (10.3197) for gated books. To add WHP to the automated Crossref workflow, all current and future works containing their previous DOI prefix must be added to the CR_ENV_EXCEPTIONS list, or, I can manually manage their titles using the semi-manual distribution workflow.

Could we potentially fix this in code by adding something to filter specific doi prefixes in/out - especially if it turns out to be a common way for hybrid publishers to distinguish their oa books?
