For the first one, the objective that follows configuring the waterfall has all of its criteria met immediately. There was a maintain 30 second requirement added to delay Marcus from interrupting, but that timing was a band-aid.

Working on a more complete solution that intelligently waits to fire the next objective until the dialog is acknowledge in any prior objective.

Implemented a dialog queue so that new dialogs will always wait for the user to acknowledge the current one. The mission/objective timers don't stop which I think is fine for now. Depending on feedback it might need to be more forgiving - at least on earlier levels.

Fixed an issue with VT-01 having FEC set to 3/4 by default making the dialog feel confusing. Changed default to 1/2 so that the user has to follow Charlie's instructions and fix the FEC.

Both issues should be fixed and ready to push to production.
