HPA is never enabled on Maine at handover

Level 3 HPA isn't enabled during the handover.

Confirmed.

Doing VT-01 -> ME-02 (shows the the bug) , but if you do a back and forth:

ME-02 -> VT-01 -> ME-02, then it looks correct.

I tried adding another call to sync the DOM with the state and that didn't fix it. Might be a race condition.

Issue was that the HPA physical switch's state (independent state because of the scenario where the device is powered off but you click the switch) can be in the enabled position even though the HPA isn't enabled. This isn't checked or fixed during the transfer.

It might be an issue with stale states persisting after a refresh or across scenarios. The original design assumed only a sandbox mode so we might not overwriting all states properly when loading a new scenario.
