Dual Transmission Failure Improvements #149
Description
Currently when two ground stations are aiming at the same satellite and both have BUC enabled and HPA Enabled then the user fails the scenario automatically. This is meant to simulate ITU violations.
This doesn't account for frequency/bandwidth/polarization which can mean that a valid transmission will get flagged as a failing violation.
