Contributors rights and moderation flows

All Members can create and comment discussions, documents and tasks by default

Ideally, first time a Member participate, content has to be moderated. Once the comment has been approved, following participations will not be moderated.

If a content is flagged by anyone, the admin will receive a notification so he will decide to ban (or delete) it.

If a content is banned, that Member will not be able to participate in the future, unless the admin manually gives back rights to do it.

Theses are ideal rules & processes. If they are not easy to implement based on current OA functionality, please propose closest & easiest alternative

After having talked about this and, since changing OA content worklow is a major issue, postponing for now.
