I think the issue here is that your system is running newer versions of both Node and the Quire CLI (22.20.0 and 1.0.0-rc.33 respectively) than your project was originally created with and its running into some backwards compatibility issues. Because we've done quite a bit of work lately to improve Windows support in particular, I think your best path forward is to migrate the content to a new project as you suggested.
