Times out on large files #1
Description
Many development reports are large files, with engaging but irrelevant (to jargon finding) photos of smiling beneficiaries. nginx client_max_body_size = 25M in production, but timeouts are happening before that limit is hit. It's not ideal for people to upload large files when we're only using the text anyway.
