Develop system for reviewing, sorting, and adding categories

Anyone can add entries and categories from their IRC client, but new categories aren't automatically added to the "database" of categories. It's also easy to have almost-duplicate entries.

Need a way to read all the entries and their categories, find those categories that don't exist in the database, and add them.
