**Modify** `lib/ex_data_sketch/codec.ex`
- Add `@sketch_id_ull 15`
- Add `def sketch_id_ull, do: @sketch_id_ull`
- Update `@type sketch_id` to include `15`
- Update docstring sketch ID table
