Restart causes stats2lims to rerun #77
Description
Not sure of the exact issue but noticed restarting the XG-7 sample that all the stats2lims tasks reran, doesn't seem necessary and not sure why this is occuring. The reason to fix is this massive and near simultaneous up load risks overloading the LIMS or causing retry failures that then fails the project for no good reason
