Docker compose doesn't work since the wrong common.conf is used for UCE-web

When trying to setup the docker compose by default it doesn't use the common-docker.cfg but the default one.
Because of that the URLs are wrong at the service doesn't work.

Ideally we'd add a release variable/tag to differentiate between the configs.
