Add an 'on template' GHA workflow to trim README instructions after use #3

It would be nice if repos that are templated from this one have accurate READMEs. The text currently in the README does not make much sense in templated copies.
We could have a simple GHA workflow to replace the README file after the repo is copied. This example may be of use, although we'd want to simplify it.
