CI for this repo uses Black

ARMI has made the jump from `black` to `ruff` for code formatting. This repo should do the same, I think. 

This file --> `.github/workflows/black.yaml`

should be replaced with something like --> https://github.com/terrapower/armi/blob/main/.github/workflows/linting.yaml
