Constant Re-Triggers

What causes the hooks to get triggered? I have a script that is set to run at 5 minutes. The particular folder that it is watching has not been sync'd in over an hour, but it keeps getting scheduled even though it has already ran. Is it because the script itself affects the folder? I am not sure how they get triggered. Any help would be appreciated!
